    摘要:

    监督执纪“四种形态”是以习近平同志为核心的党中央关于全面从严治党和反腐败的重大理论、实践和制度创新成果。“四种形态”的实践运用取得了显著成效,但也存在一些问题:一是机械设定比例数额;二是对问题性质认定不够准确;三是形态转化随意性大。为准确运用“四种形态”,一是要提高政治站位,突出“两个维护”,抓好“四种形态”运用;二是要规范执纪执法,努力实现规范化、法治化和正规化;三是要坚持实事求是,用足用好党的政策策略,实现政治、纪法和社会效果的统一;四是要切实提升监督质效,突出激励担当作为的功能导向;五是要在执纪执法中贯通运用“四种形态”;六是要加强培训,提升执纪执法能力水平,提高办案质量;七是加强政策指导,为精准运用提供明晰指引。

    Abstract:

    The “four forms” of supervision and discipline enforcement are major theoretical, practical, and institutional innovations of the Party Central Committee with Comrade Xi Jinping at its core on all-out effort to enforce strict Party discipline and anti-corruption. The practical application of the “four forms” has achieved significant results, but there are also some problems, firstly, the mechanical setting of proportional quotas. Secondly, the identification of the nature of the problem is not accurate enough. Thirdly, there is a high degree of arbitrariness in the transformation of form. To accurately utilize the “four forms”, firstly, we need to elevate our political stance, highlight the “Two Maintenances”, and focus on the application of the “four forms”. The second is to standardize discipline and law enforcement, and strive to achieve standardization, legalization, and regularization. Thirdly, we must adhere to seeking truth from facts, make full use of the Party’s policies and strategies, and achieve the unity of political, disciplinary and legal, and social effects. The fourth is to effectively improve the quality and efficiency of supervision, highlighting the functional orientation of motivating and taking responsibility. The fifth is to apply the “four forms” comprehensively in disciplinary and law enforcement. Sixth, we need to strengthen training, enhance the level of disciplinary and law enforcement capabilities, and improve the quality of case handling. Seventh, strengthen policy guidance and provide clear guidance for precise application.
