Abstract:Under the new normal of China’s economy, the development of knowledge intensive type economy and enhancing the capability of independent innovation has become an important direction of China’s economic transformation. Under this situation, Beijing and Shanghai will be constructed to a global Science and Technology Innovation Center in the 13th Five year Plan. The national industrial innovation center of Shenzhen puts forward the goal of building an international city of innovation. In this paper, the model of the influence of knowledge spillover on innovation is introduced, which is based on the regional human resource development variables such as the salary level, the government education, the employment investment and so on. Through the analysis of the national data, the impact of international knowledge spillovers, R&D investment, local absorptive capacity on innovation capability of our country was tested, and the effect of HRD on the adjustment of various variables was analyzed. And panel data of Beijing, Shanghai, Shenzhen, are analyzed. On the basis of empirical study, the policy suggestions are put forward on strengthening the development of human resources and promoting the innovation ability of international knowledge spillovers.
