人力资本与区域劳动生产率的收敛性研究

    摘要:

    基于1999—2015年中国工业省份-行业数据,采用双向固定效应模型考察人力资本对区域劳动生产率收敛是否具有促进作用。实证研究发现,人力资本水平加速了区域劳动生产率的收敛,不同人力资本分布差异对不同区域劳动生产率增长的作用不同,这种推动作用是由行业的技能特征实现的。在受教育程度较高的沿海区域,高中和大专及以上层次的人口作用显著为正。对于东北和中部,初中层次的人力资本水平作用要明显大于高层次人口,对于西部区域,三种层次的人力资本均起到了显著的促进作用,因此政府可以实施差别化的人力资本提升等策略来缩小区域间经济发展差距。

    Abstract:

    Based on China’s Industrial provinces-Industry data from 1999 to 2015, the paper uses a two-way fixed-effects model to examine whether human capital can contribute to the convergence of regional labor productivity. The empirical study finds that the level of human capital accelerates the convergence of regional labor productivity. The differences of distribution of different human capital have different effects on the growth of labor productivity in different regions. in the more educated coastal areas, the effect of high school, tertiary and above population on the growth of labor productivity is significantly positive. For the Northeast and Central China, the level of human capital in junior middle schools has a greater effect on the labor productivity growth than the high-level population. For the western region the three levels of human capital have played a significant role in the growth of industrial productivity. Based on the above conclusions, we believe that the government should implement a differentiated strategy to enhance the competitiveness of human capital to narrow the gap in economic development in different regions.
